Uba Sani, governor of Kaduna, says sustainable security cannot be achieved through enforcement alone without intelligence, trust and inclusion.
The governor spoke on Saturday at Sir Kashim Ibrahim House in Kaduna while receiving participants of the executive intelligence management course (EIMC) 19 from the National Institute for Security Studies (NISS).
